When you say "then decrease" how many sts does that involve each time?

it means to decrease the next 2 dc into 1 then repeat the pattern. ie: 2 dc, decrease, 2 dc, decrease, etc. all the way around that row. this way you are removing every 4th stitch of the row below. hope this helps.
