What a fun accessory for a holiday party! I havent seen the specific yarn the designer talks about so I appreciate that shes taken the time to suggest to possible substitutions. Considering I live in a rather rural area, I have access to three large chain craft stores and were getting a Hobby Lobby in the spring. This is one project where I would want to select the yarn in person rather than online.

It looks like there's one on the Red Heart website: http://www.redheart.com/free-patterns/frilly-crochet-scarf Although I'd be a little scared to crochet with that.
