As the designer points out, the band for this hat is worked flat in rows and then seamed before starting on the body (which is worked in rounds). Pay attention to the number of stitches at the end of Round 1 as this will change according to the size of the hat. She uses a size I hook throughout, but Ive found if I drop a size for just the band, it makes for a snugger fit.

When you're making a slouchy hat or any hat with a ribbed band, do you prefer to make the band separately first? And then add the band to the body of your hat afterward? The way that works the best for me is to create the band, seam it, then continue on in rounds with the hat. That way, my stitches are more accurately distributed all the way around.

It really depends on the stitch that's used for the body. Some stitches force you into working from the bottom up. I actually prefer hats that are top down if possible.
