I know this pattern is from 1951 (makes it older than me!!), but it is very poorly written. I am completely baffled as to even start. I have no idea if youre supposed to make an initial chain it just says to start working single crochet and slip stitches until you have a strip about 4 inches long. At least the instructions for the bow are clear.

I think you need to go back and read the directions again. It does give you instructions on a beginning chain. And for each row. Maybe they revised it or you just overlooked it. It's a very easy basic pattern that should work up quickly. Good luck with it!
